التدابير الوقائية لمكافحة الفساد الإداري والمالي بدولة الإمارات العربية المتحدة

هدفت الدراسة إلى إلقاء الضوء على التدابير الوقائية لمكافحة الفساد الإداري والمالي، بإلقاء الضوء على ماهية الفساد الإداري والمالي وأنواعه وتأثيره على الأموال العامة في المطلب الأول، وبيان ضوابط وأبعاد حماية الأموال العامة والتدابير الوقائية للفساد الإداري والمالي في المطلب الثاني، مع تعاريف الفساد الإداري والمالي، وتطرقنا إلى أنواع الفساد الإداري والذي يتمثل في الرشوة، التربح من الوظيفة العامة، وأنواع الفساد المالي والذي يتمثل اختلاس المال العام، ثم توجهنا إلى تأثير الفساد الإداري على الأموال العامة وما يختلط به من مسميات. وبينا الفرق بين الفساد والإفساد، الفساد والحكومة تطرقنا إلى الفرق بين الفساد واختلاس المال العام والعدوان عليه والغدر، كما تطرقنا – أيضاً-  إلى ضوابط وأبعاد حماية الأموال العامة التي يجب على الدول تحقيقها بهدف حفظ المال العام، وآليات مكافحة الفساد الإداري بوجه عام عند حد تجريم سلوك الموظف إذا انطوى على تعد على الوظيفة العامة وتطرقنا إلى ضوابط حماية الأموال العامة في دولة الإمارات العربية المتحدة. ثم تطرقنا إلى الإجراءات والتدابير الوقائية لمكافحة الفساد الإداري والمالي، وأهمها الارتفاع بمستوى الأداء الوظيفي أو الكفاءة الإنتاجية للعمل الوظيفي، ورعاية شؤون الموظف العام وتزويده بما يلزم من حقوق وضمانات، والحرص على اعتبار وكرامة الوظيفة، وفي النهاية قدمنا بعض التوصيات للحد من ظاهرة الفساد الإداري والمالي. الكلمات المفتاحية: التدابير الوقائية، مكافحة، الفساد الإداري، الفساد المالي

The study aimed to shed light on preventive measures to combat administrative and financial corruption, We highlighted the nature of administrative and financial corruption، its types and its impact on public funds in the first demand، and then outlined the controls and dimensions of the protection of public funds and the preventive measures of administrative and financial corruption in the second demand، and shed light on the definitions of both administrative corruption and financial corruption. Is to bribe، gain from the public office، and then identified the types of financial corruption، which is the misappropriation of public funds، and then directed to the impact of administrative corruption on public funds and the mingled with the names. We discussed the differences between corruption and corruption، corruption and government. We discussed the difference between corruption، embezzlement of public funds، aggression and treachery. We also discussed the controls and dimensions of the protection of public funds which must be achieved by States in order to save public money.
