التغيرات الهيكلية في النظام المؤسسي للتخطيط الاقتصادي في ليبيا خلال الفترة (1960- 2012)

هدفت هذا الدراسة إلى بيان المراحل التي مر بها النظام المؤسسي للتخطيط الاقتصادي في ليبيا والتغيرات الهيكلية التي شهدها خلال فترة الدراسة. نبعت أهمية الدراسة لتوضيح أثر عدم الاستقرار الإداري والتغيرات الهيكلية للأجهزة التخطيطية على كفاءة وفعالية السياسات الاقتصادية وعملية التنمية الاقتصادية في ليبيا. تم في هذه الدراسة استخدام المنهج الوصفي التحليلي والمنهج التاريخي لجمع المعلومات والحقائق واستقراء أهم مراحل التطور النظام المؤسسي للتخطيط الاقتصادي في ليبيا. من أهم النتائج التي توصلت إليها الدراسة، عدم الاستقرار الإداري وتدنى كفاءة المؤسسات والأجهزة التخطيطية، وحدوث الازدواجية والتداخل بين الاختصاصات، بالإضافة إلى عدم القدرة على تنويع مصادر الدخل. من أهم التوصيات التي أوصت بها الدراسة، يجب القيام بعملية تنمية إدارية للمؤسسات والأجهزة في الدولة من خلال الرفع من كفاءة العاملين من خلال التدريب المكثف، بالإضافة القضاء على الازدواجية والتداخل بين الاختصاصات بين مختلف المستويات. الكلمات المفتاحية: التخطيط الاقتصادي، الاقتصاد الليبي، التغيرات الهيكلية، السياسات الاقتصادية

The current study aims to state the stages whereby the institutional system of the economic planning underwent in Libya, the structural changes that took place during the study period. The significance of the study lies in the clarification of the impact the administrative instability and the structural changes of the planning departments on the effectiveness of the economic policies and development in Libya.  The researcher employed the analytic –descriptive, and historical methods to collect the data, facts and to deduce the most important stages of the development of the institutional system of the economic planning in Libya. The study came up with several results which can be summarized as follows, the administrative instability, the non- effectiveness of the planning authorities, duality of powers and inability to diversify the income sources. The researcher has recommended the administrative improvement and development of the state institutions through the promotion of the effectiveness of the workers by intensive training, and ending the duality of powers.
